You can create an account for free using your email and password but to register your domain name with them or host your website on their platform you have to pay a certain amount of money. Their prices depend on the products you want to purchase and the duration you want to use their service. However, when it comes to pricing, Namecheap is the cheapest in terms of domain name registration and website hosting. I have been using them since 2018 and I must admit that their customer service is excellent. The only area where I think they need to improve is in the payment methods. If you are from Nigeria, I don't know about other countries, it's hard for you to pay for your domain name registration or web hosting on Namecheap with your bank MasterCard or Visa card. It seems PayPal works very well with Namecheap as a method of payment. So if you want to purchase your domain name registration or web hosting from Namecheap in Nigeria, consider using your PayPal account as your preferred method of Payment. Else it won't fly. If you are from other countries like the United States, Canada, United Kingdom etc, I think you won't have any problem paying with your bank MasterCard or Visa card.
